The original transponder system used by Toyota and Lexus was designed so that programming could only be done with a working "Master Key."

GM was the first auto company to offer an electronic anti-theft system as standard equipment. The VATS system was introduced in 1986 to help prevent thefts of Corvettes. It soon became standard equipment on all Cadillacs. We beat the dealer by half on Smart keys and Proximity keys! - Cars that have a push-button start use what is known as a "Smart Key" or a "Proximity Key" these are often called "Prox Keys."

A transponder is a tiny radio-frequency computer chip embedded in the head of the key.
This device communicates with the computer in the car when the key is used.
If the car does not recognize the transponder the vehicle will not start.
These transponders can be damaged by water, impact, and exposure to electronic and magnetic fields such as microwave ovens.
Many new vehicles use a key that has a remote built into the head of the key.
Unfortunately, many of these keys break in normal usage or when accidently dropped.
When this happens, most car dealers will try to sell you a completely new key, often for several hundred dollars.
The better solution is to just replace the key housing or "shell" and re-use the existing electronics.

The system was used exclusively by GM from 1986 until 2003, when it was phased out in favor of transponder keys.
The VATS system can be easily identified by the black pellet or "chip" embedded in the blade of the key.

But, some vehicles, such as the Toyota Sequoia kept this system up until 2007.
